The data were created to map re-apportioned representation of the citizens of New Jersey in the United States House of Representatives, following the 2010 decennial census. These districts apply to the election of U.S. Representatives from New Jersey beginning in 2012 with the election of the 113th Congress. This revised version of the data was created in order to overlay properly with high-quality vector framework GIS data published by the State of New Jersey.

Districts established by the Redistricting Commission were re-created using Municipal Boundaries (Govt_admin_municipal_bnd); roads (Tran_road); hydrography (streams, NHDStreams_2002); 2015 statewide orthoimagery. Where no higher-quality data were available, the TIGER lines were used, or adjusted to other block boundary visible physical features. Substantial portions of the original metadata were written by Yelena Pikovskaya.

These boundary polygons were created using the US Census Bureau file geodatabase polygon feature class as a reference. The most updated NJ municipality layer was used as the base data for the October 2020 update. Municipalities were split using the visible and nonvisible lines created or maintained as reference data at NJOGIS (roads, streams, railoads) and orthophotography physical boundaries. Only boundaries co-incident with municipal boundaries were topologically validated.
In this redistricting, New Jersey lost one district due to slower population growth in New Jersey than in some other states. For the 112th Congress, New Jersey had 13 districts; beginning with the 2012 elections, New Jersey has 12 districts, all of which are shown in this data set.
A few attributes were copied from the congressional district shapefile released by the NJ Redistricting Commission. Other attributes were derived from the US Congress website maintained by the Library of Congress. Attribute material was checked by inspection. Officeholder contact information is updated infrequently in this data set and should be checked from an independent source before use.
Positional accuracy is based on the NJOGIS data for municipal and county boundaries, road centerlines, streams, and other visible features. Most of these were created at a nominal scale of 1:2400 or better.

The municipal boundary layer published by NJOGIS in April 2020 was used as the main source layer. TIGER feature class of congressional district boundaries, downloaded in August 2020 from the U.S. Census Bureau website, was used as a reference. The municipal boundary layer was re-attributed to include a congressional district field and overlain on the TIGER congressional districts. All the municipalities within a congressional district were selected manually and the congressional district field filled by calculation. Municipalities that included more than one congressional district were assigned only to one. The polygons were then merged on congressional district attribute during an edit session. After the merge, the additional boundary lines were created to split the congressional district polygons for municipalities covered by more than one Congressional District. Split lines were snapped to streets, roads, streams, railroad ROW centerlines, or drawn over physical features visible on the orthophotography corresponding to census block boundaries. In some cases the split line originally created by NJOGIS in 2012 was re-used; these existing split lines were based on physical features and on the Congressional District shapefile orginally released by the Redistricting Commission. The additional polygon created by each split was then merged with the appropriate congressional district polygon.
During spatial editing, both topology and ordinary editing tools were used.

The new NJOGIS congressional district feature class was included in a feature dataset with a copy of the municipal boundary feature class. Topology rules disallowed overlaps and gaps between the districts, and required that their boundaries be covered by municipal boundaries. Municipal boundaries were set at rank 1 and Congressional Districts at rank 5 to force the latter to conform to the former as applicable. The topology was validated with a 0.01 ft cluster tolerance, and all errors were reviewed to make sure that they were legitimate exceptions (split municipalities and outside state boundaries.) After QA checks, three minor boundary Congressional District boundary errors were corrected in Point Pleasant.
